A lot of farmers who expected the 21st installment on Diwali might have to wait a little more. According to the latest indications, the next installment should get distributed in the first week of November 2025 and would be worth ₹2,000. This means that a transfer in early November instead of the payment on the festival day is likely—and some speculation also suggested that a formal announcement could happen before the Bihar Assembly elections.

When can the installment be expected?

The next installment is likely to be transferred in the first week of November. The two phases of the Bihar elections will take place on November 6 and 11, 2025, while the results of counting votes will be declared on November 14. So, payments/announcements are expected a few days before the elections become the word out on the streets.

Payments under the code of conduct

The Model Code of Conduct has been enforced in Bihar, and according to many experts, new schemes cannot be announced at this point, but they can go ahead with regular payments under the previous approved schemes. PM-KISAN is ongoing from the DBT program prospect, so within that framework, payments can be made.

First Installment of 21st Already Distributed Among Some States

Advance relief, as 21st installment, is being released by the central government unto some selected states. This addition for Punjab, Haryana, and Himachal Pradesh farmers was announced by Union Agriculture Minister Shivraj Singh Chouhan on September 26, 2025, following the recent floods and landslides. Following that, on October 7, funds were transferred into the accounts of Jammu and Kashmir farmers.

PM-KISAN What is

Launched on February 2019, PM-KISAN operated centrally and is entirely sponsored. Eligible farmers receive ₹6,000 annually through three equal installments, each valued at ₹2,000, into their bank accounts directly through DBT. The 20th release of installments happened in August 2025, benefiting over 85 million farmers.

Farmers Who Will Not Receive the Next Installment

  • Incomplete e-KYC may likely cause it.
  • They may return funds when there is no updated Aadhaar-linked bank account or bank details.
  • Hindrance on granting the installments if the land records are pending for verification.
  • Eligibility Rules: New agricultural land ownership and/or transfer after February 1, 2019, will not be eligible for five years for the benefits under the scheme; this does not apply to inheritance.

How to do e-KYC?

  • Visit pmkisan.gov.in to complete OTP-based e-KYC.
  • Biometric e-KYC at the nearest CSC center.
  • Face authentication is also provided by the PM-KISAN mobile application.

How to check Installment/Status Online

  • Beneficiary Status
  • Aadhaar number or bank account number must be typed in.
  • Press ‘Get Data’—the screen will display payment date, bank status, e-KYC/land record status, etc.

Precautions Banks/Documents

  • Ensure that bank account opening through NPCI Mapper (for DBT) and Aadhaar seeding.
  • Change of IFSC/account number must also be updated without delay through this portal/CSC.
  • Payment won’t most likely succeed if names mismatch with Aadhaar—match it.

Checklist for Timely Benefit Receipt

  • e-KYC: Complete via OTP/Biometric/Face.
  • Land Record Verification: Do not leave pending on the state portal/CSC.
  • Aadhaar-Bank Link: Seek confirmation from the bank branch/DBT Helpdesk.
  • Beneficiary Status: Check online before and after payment.

Instead of for Diwali, the 21st installment was expected to be brought out in the first week of November 2025. Though this is the case in the Code of Conduct, as it is an approved scheme, DBT payments can take place under the confines of this scheme. Farmers whose e-KYC, bank linking, and land verification processes are complete would stand to receive funds in their accounts. Such farmers whose processes are incomplete should immediately update their e-KYC/records to ensure timely receipt of installments and risk avoided for payment rejection.
